Letter to California Coastal Commission re: Clean Marina Program BMP's

After careful review of the information available in the Draft Copy of the Clean Marina Program, the California Professional Divers Association (CPDA) finds the following to be priorities when considering Marina Policies regarding Environmental Best Management Practices (BMP), implementation and use statewide.

The CPDA recommends that any recommendations made in this guidebook be looked upon to be a shared responsibility of the marinas, boat owners, tenants, guests and marine contractors. Therefore the guidebook should include specific management measures and BMPs that all parties are required to comply with. Since marinas are identified as a source of pollution under the California’s Non-Point Source Pollution Control Program, currently all management measures are voluntary. Marinas have the responsibility to implement comprehensive policies and BMPs that relate to the NPS Program and strictly manage marina activities promoting California clean water objectives.
